About the Job
Carrying out or supervising of all maintenance logistics activities in MSF facilities (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions
Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
Ensuring the check and follow-up of facilities under the line manager’s supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor’s instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
Planning together with the line manager the required checks and maintenance activities of energy systems/setup according to MSF standards
Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person’s task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and instructing and monitoring drivers on correct driving habits and standard checks
Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures, tracking consumption of supplies e.g. fuel, lubricants, used in different facilities (office, house, store, etc.).
Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment
Checking the maintenance of the various open spaces (gardens, courtyards…) and ensuring waste is correctly discarded.
Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings etc. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, and ensure proper Inventories of equipment’s.
Considering the operational context of Nekemte, and the ongoing planned activities linked to Mobile clinics and base set up, the role of the logistics supervisor consist of the following specifics responsibilities that remains within the boundaries of the standard job profile and are aligned with operational needs.
The Logistics Supervisor is expected to demonstrate strong accountability, attention to details, and a proactive approach to ensure effective functioning of MSF premises, compound, pharmacy, and other MSF-supported facilities e.g. Mobile clinics.
1. Rehabilitation & Maintenance
In collaboration with line manager, develop a monthly plan for small rehabilitation works at the compound and the mobile clinics if so required, ensuring proper preparation of a technical scope for Work and Service Agreements (WSA), to guarantee proper process of implementation.
Conducting weekly inspections of facilities to identify repair needs and once service contract is issued ensure close follow-up of worksites until completion, handover, and commissioning.
Prepare and implement a plan for minor rehabilitation and maintenance works to be executed within MSF premisses.
2. Monthly Sitrep
Submit a monthly sitrep to the line manager by the end of each month, all required data that includes fuel management data (all types), activity updates, rehabilitation and maintenance updates, stock levels, and planned actions for the upcoming month.
Ensure all fuel types (diesel, petrol,) are accurately recorded on stock cards or vehicle logbook, with zero discrepancies between physical stock, monthly consumption, and recorded data.
Conduct a weekly review (every Friday) of vehicle and generator logbooks, as well as stock cards ensuring consistency and accuracy across all records.
4. Fleet Management
Maintain close coordination with mechanics for all required repairs of vehicles and generators.
Ensure that monthly tracking sheets for generators and vehicles are properly completed and reviewed on a weekly basis.
5. TMS (Asset & Fuel Tracking)
In collaboration with line manager and IT, conduct full asset reviews, ensuring all assets are correctly recorded in TMS and properly labeled with barcodes.
6. Premises Management
Job Requests (JR): Ensure all works are supported by a properly completed JR
Fire Safety: Ensure all fire extinguishers are checked weekly and sent for maintenance when required, as per inspection results and budget availability.
Hibernation Stock: Monitor hibernation food and conduct replenishment for near-expiry items.
7. Reporting & Communication
Prepare and submit monthly activity reports for all MSF facilities Mobile clinics included.
In close collaboration with line Manager, ensure proper email updates/reporting of rehabilitation, construction, and maintenance activities, if possible, including photo (before, during, and after)
8. Supply and Stock Management
Where necessary, support the supply team in conducting a monthly inventory of logistics stock, with updates included in the sitrep.
9. Team Management
Ensure close supervision of drivers, laborer, including daily workers task allocation and follow-up.
Conduct performance reviews and objective setting for his subordinates, to ensure area of support is detected earliest possible.
In collaboration with the line manager, organize and deliver trainings based on identified needs.
Conduct monthly meetings with drivers/radio ops, and also briefings to incoming staff
