Position 1: Project Monitoring Evaluation & Learnings Officer Education/Qualification
- Bachelor’s degree or equivalent knowledge and skills in
Statistics, Economics, Development Studies, Social Sciences, Project Management, Data Science, or related fields.
- Additional training or certification in
Monitoring, Evaluation, Research, Learning (MERL), data management, or project managementis an advantage. Experience
- Relevant experience in monitoring, evaluation, accountability, and learning within development or donor-funded projects.
- Experience using M&E tools and participatory methods.
- Experience in data collection, documentation, quantitative and qualitative research.
- Practical experience using digital data collection tools and database management systems.
- Knowledge of
SPSS, EPI-Info, KoboToolbox, ODK, CommCare, Power BI, R, Excel, or similar platforms.
- Knowledge of youth employment, workforce development, and women and youth economic participation is an advantage.
Location Addis Ababa (1) Bahir Dar (1) Kombolcha (1) Travel requirement
- Frequent travel to project field locations, woredas, and stakeholder sites within the assigned cluster.
- Occasional travel to other programme locations as required.

Position 2: Project Facilitation Officer (Host Enterprise) Education/Qualification
- Bachelor’s degree or equivalent knowledge and skills in
Development Studies, Economics, Business Administration, Project Management, Sociology, Social Work, Education, Labour Studies, or related fields. Experience
- Significant relevant professional experience in
youth employment, workforce development, internship programmes, TVET, livelihoods, private sector engagement, or economic empowerment programmes.
- Relevant experience in project coordination or management.
- Experience managing donor-funded programmes.
- Experience with youth employment, internship pathways, workforce development, enterprise engagement, and inclusive workplace practices.
- Experience in field/cluster-level implementation, including budget, procurement, logistics, and field office administration.
- Experience engaging with government, private sector, host enterprises, TVETs, universities, training providers, civil society, and youth networks.
- Practical skills in safeguarding, duty of care, risk monitoring, and incident response.

Position 3: Cluster Coordinator Education/Qualification
- Bachelor’s degree or equivalent knowledge and skills in
Development Studies, Economics, Business Administration, Project Management, Sociology, Social Work, Education, Labour Studies, or related fields. MA is an advantage. Experience
- Significant relevant professional experience in
youth employment, workforce development, internship programmes, TVET, livelihoods, private sector engagement, or economic empowerment programmes.
- Relevant experience in project coordination or management.

Position 4: Policy Ecosystem Analyst Education/Qualification
- Master’s degree or equivalent in
Public Policy, Public Administration, Economics, Development Studies, Political Science, International Relations, Law, or related fields.
- A bachelor’s degree with exceptional relevant experience may be considered.
- Additional professional training in
policy analysis, research, project management, gender, or social inclusionis desirable. Experience
- Significant progressive professional experience in
policy analysis, research, or programme supportwithin the development sector, government, or international organisations.
- Experience conducting policy mapping, stakeholder analysis, and regulatory gap analysis.
- Experience in policy analysis, research, and evidence generation related to youth employment, internships, education, workforce development, or public sector reform.
- Good understanding of Ethiopian policy and institutional systems relevant to youth employment, internships, civil service, labour regulation, and workforce development.
- Stakeholder engagement and coordination experience.
- Excellent written and verbal communication skills in

Position 5: Policy Manager Education/Qualification
- Master’s degree or equivalent in
Public Policy, Public Administration, Law, Development Studies, Economics, Social Sciences, or related fields.
- A bachelor’s degree with exceptional relevant experience may be considered.
- Additional certification in
policy analysis, project management (e.g. PMP), or gender mainstreamingis an advantage. Experience
- Substantial progressive professional experience in
policy development, public sector reform, or programme management.
- Proven experience in policy engagement at national and regional levels.
- Experience in youth-led advocacy, digital advocacy, and campaigns.
- Experience designing and operationalising inclusive youth employment, internship, or work-based learning policies, strategies, or programmes.
- Strong understanding of Ethiopian labour, public service, civil service reform, and youth employment frameworks.
- Proven ability to influence senior government, donor, civil society, and consortium stakeholders.
- Experience in gender equality, social inclusion, safeguarding, and youth-centred policy work.
- People management, coaching, mentoring, and facilitation experience.
Location Addis Ababa Travel requirement
- Travel and work away from the home base for up to
